Guide: Procurement for Innovative Proposals
The central question posed by this guide is: how can public organisations meet their needs as efficiently as possible, while exploiting the innovative power of the market? The guide follows the steps of an innovation-driven call for proposal as illustrated in figure 1 of the guide.
A public organisation wishing to make use of the creativity and innovating potential of the market can explicitly require tenderers to provide scope for innovative proposals. Proposals which provide solutions to a purchaser’s problems are known as ‘solicited proposals’.
