Mutual Learning Exercise: Thematic report on Innovation related procurement

This report describes the required capacities and skills for innovation related procurement. Innovation related procurement requires a specific set of skills and knowledge not only from public procurers. Contractors, users, suppliers, advisors and politicians too share an important role in the process. This report also details how knowledge and skills can be increased among procuring services and suppliers. This is the second thematic report from the Mutual Learning Exercise (MLE) on innovation related procurement. (november 2017)
What are the necessary skills and knowledge?
The report states that an innovation related procurement process comprises 4 phases. This does not have to be a perfectly linear trajectory. Every phase requires a specific set of knowledge and skills.
